They're not the same because jan lili is a colocation (series of words that often occur together) that appear together so often with a single meaning that the readers will consistently read them with the conventional meaning and have to do extra thinking to bring to mind the other possible reading.
Similarly, in English, you can't use "lady of the night" to mean anything like "the man of the hour" in a generic person + time construction because the former means meli unpa and the latter means jan suli pi tenpo ni.
