It assumes that, for the child, the gender distinction is still in the externals:clothing (certainly), haircut (possibly) and so on. It has not reached the stage where differences are in behavior (the other child is clearly a boy, since he broke the toy) and certainly not to noting physical differences. So the mother's child is in the late twos (assuming Euro-American culture). And probably a boy, since girls make the transitions faster. The other child is still probably a boy of about the same age, because he broke the toy. (It is shortly after this that the boy starts getting the information about "the power of the penis" and so would note its presence or absence, girls get this later.)
