Not sure Daoism is neutral exactly, but certainly less given to (you should pardon the expression) evangelizing.

There aren't a lot of non-linguistic rules one *has* to buy into in order to use toki pona. It's more of a philosophy inspired design than a design that is a vessel for a philosophy.
Here is a sort of linguistic rule that is a vessel for a philosophy:
Another rule would be the capitalization of God(s). Or more the tu/vous distinction which has some obvious cultural background/view of the world as an social hierarchy thing going on.
The obligatory grammaticalizations of toki pona don't point to any particular philosophy-- e.g. obligatory subjects, obligatory nouns in phrases with modifiers.
