Well, the grammar of 'mu' is officially an interjection, so not capable of being noun or verb. Unofficially, it (and 'a') have been used as both, though not so singlemindedly: 'soweli li mu', 'meli li a' 'a meli li suli' and so on. So, this will fly, thoguh a bit hard to interpret sometimes.

my interpretation:

if the meow meows, then meow.
if meow, then the meow meows the meow.
meow? meow.
