Bearing in mind that I'm new to this... Trying to think about this with as little cultural pollution as possible, it seems to me that East/West ought to explicitly reference 'suno'. toki! My instinct would be to use 'mani supa' - base money. 'mani noka' makes some sense to me too, but it reads to me more like 'at the foot/base of' than 'that upon which [something] is set or based'. I agree that 'mani anpa' doesn't seem to fit. One of the meanings listed in jan Pije's dictionary...
